The project involves replacing the
irrigation system at Golden
Gate National Cemetery's Mound Hill. The period of performance is 150 days from notice to proceed. The contractor must provide a supervisor with at least three years of experience in landscape
irrigation, surveying, and landscape turf planting. The contractor is responsible for all personnel, management, supplies, transportation, equipment, and supervision. Additional documents, including a work plan (Gantt chart), are required for review and approval prior to the start of the project. The contractor must maintain insurance coverage and comply with all applicable laws and regulations. A daily log of construction, including photos, must be submitted weekly. The contractor must coordinate with the contracting officer's representative (COR) and cemetery staff regarding work schedules, avoiding conflicts with ceremonies and funerals, and maintaining a safe work environment. The government reserves the right to request additional submittals and may issue a contract discrepancy report (CDR) for unsatisfactory performance. The contractor must respond to requests within 30 minutes during normal working hours and within one hour after normal hours. A quality control plan (QCP) must be submitted with the proposal and maintained throughout the contract. The contractor is responsible for repairing any damage to government property. The work must be performed in a manner that safeguards visitors, employees, and the public. The contractor must be sensitive to environmental issues and comply with all applicable laws and regulations. The contractor must provide portable toilets and staging areas. Smoking is prohibited inside buildings. The contractor must provide a supervisor who speaks and writes fluent English. The contractor must ensure that employees receive complete information on fire and safety, project work schedule, rules pertaining to workers, general parameter job-related issues, disaster procedures, and all technical requirements of the project. The contractor must ensure that employees are fully trained and competent to perform the required work. The contractor must adhere to standards of dress, conduct, supervision, and training while performing work on government property. The contractor must be responsible for maintaining satisfactory standards of personnel conduct and work performance and must administer disciplinary action as required. The contractor is expected to remove any employees from the cemetery for cause, to include, but not limited to, safety violations, other misconduct in performance of duty under these specifications and/or conduct contrary to the best interests of the government. The contractor must be responsible for reporting any problems or questions that may arise with any other personnel on site during the period of performance of this contract. The contractor must not take it upon him or herself to resolve any problems or issues with other onsite contractors or employees, but rather will leave it to the CORs to resolve the issue. The contractor must be responsible for repairing turf damage caused by the contractors equipment and staff at no additional cost to the government. The contractor must be responsible for any injury to themselves or their employees, or others, as well as for any damage to personal or public property that occurs during the performance of this contract that is caused by themselves or their employees fault or negligence. The contractor must maintain workmen's compensation, personal liability, automobile liability, and property damage insurance, as prescribed by the laws of the state of California, and in accordance with FAR ****, section c.
