RFP for Family Search & Engagement Services for youth in DFS custody. Proposals due August 10, 2026, by 2:00 PM ET. Services needed statewide. Total available budget is $65,000 per year. Contract period anticipated from October 1, 2026, through September 30, 2029, with optional extensions. Successful bidders must comply with state operating guidelines, maintain sufficient staff, and document information in the department's database. Criminal background checks are mandatory for all representatives. Penalties for noncompliance include fines. Proposals will be evaluated based on compliance, service delivery, monitoring, experience, and cost.
Proposals must be received by email by Monday, August 10, 2026, by 2:00 PM Eastern Time. Emailed proposals arriving with a state of Delaware system date and time stamp after 2:00 PM eastern time on the stated due date will not be accepted.
Successful bidders must accept full payment by electronic direct deposit to a bank account. With a cost reimbursable model successful bidders invoice each month for reimbursement of the previous months actual costs.
Proposals will be evaluated based on compliance with requirements (25 points), service delivery/program methods (25 points), service delivery/program monitoring and evaluation (10 points), experience/demonstrated ability and reputation (15 points), and proposed costs (25 points). Any resulting contract shall be awarded to the bidders whose proposal is most advantageous, taking into consideration the evaluation factors set forth in the rfp.
Bidders must outline staffing credentials and plan for supervision. A Delaware business license is required at the time of contract execution unless non-profit status can be documented. Successful bidders must maintain sufficient staff capacity to support youth who are referred to the service.
Any contractor failing to comply shall be guilty of a class A misdemeanor and punished accordingly. The contractor shall also be subject to a civil penalty of not less than $1,000 and not more than $5,000 for each violation. Protests based on any omission or error, or on the content of the solicitation, will be disallowed if these faults have not been brought to the attention of the designated contact, in writing, at least ten 10 calendar days prior to the time set for opening of the proposals. Discrepancies and omissions: Bidder is fully responsible for the completeness and accuracy of their proposal, and for examining this rfp and all addenda.
