This is a Request for Proposals (RFP) for Family Court Attorney Services in Clinton County. Applicants must be licensed to practice law in New York State for at least five years and have at least five years of experience practicing law in family or criminal courts. Applicants must also maintain a law office in Clinton County. Proposals must be submitted in sealed envelopes to the Clinton County Purchasing Agent by Thursday, May 28, 2026, at 11:30 AM. The contract period is from June 1, 2026, through May 31, 2027, with the option to extend for two additional twelve-month periods. The successful vendor will be responsible for approximately 25% of all eligible cases and assignments received each month from the Clinton County Family Court or Integrated Domestic Violence Court. Detailed time records and monthly status reports are required. Insurance requirements include professional liability, workers' compensation, and disability benefits.
Proposals must be received no later than Thursday, May 28, 2026, at 11:30 a. m.
Applicants must have been licensed to practice law in any jurisdiction for at least five years, be licensed to practice law in New York State, possess at least five years of experience practicing law in family courts or criminal courts (significant civil trial experience may be substituted), and maintain a law office in Clinton County.
In the event that the contractor shall without prior written consent assign, transfer, convey, sublet or otherwise dispose of this contract or of his right, title and interest herein, including the performance of this contract, or the right to receive monies due or to become due, or his power to execute such contract to any other person or corporations, or upon receipt by Clinton County of an attachment against the contractor, the county shall be relieved and discharged from any and all liability and obligation growing out of such contract to such contractor, and the person or corporation to which such contract shall have been assigned, his assignees, transferees or sublessee shall forfeit and lose all monies theretofore earned under this contract, except so much as may be required to pay his employees.
The deadline regarding questions for this RFP will be five business days prior to the RFP date.
If the attorney contractor refuses to accept the agreed-upon approximate twenty-five percent (25%) allocation of assignments for three (3) consecutive months, the county may declare the attorney contractor in breach of this agreement and pursue any remedies available therein, including termination.
