Responses to this IFB must be received by 08/07/2026, 10:30 am CT.

Payment will be made in accordance with the pricing provided on Exhibit C. Invoices must be submitted monthly, no later than thirty days after work completion.

Work performed is guaranteed for one year against defects in workmanship. Materials are warranted for not less than one year, covering 100% parts and labor.

Bidders must have at least two years of relevant experience and provide a minimum of three verifiable references for similar services within the last five years.

Failure to comply with communication restrictions, submit a properly completed HSP by the deadline, or include assumptions could result in disqualification.

The estimated historical spend for the same or similar services is $1. 5 million for the period February 12, 2025, through August 31, 2026.

The solicitation is intended only for sources duly authorized to operate and do business in Japan, as prescribed by DFARS **** (3), **** offeror who does not possess an active MSRA or ABR in the Japan region, or does not agree to execute a master agreement MSRA ABR in the Japan region before award of a job order, will not be eligible to receive an award.

Contractors located outside Japan that do not unambiguously demonstrate compliance with DFARS **** will not be eligible to receive an award. The period of performance for this project is estimated at 200 days from notice to proceed.

Award will be made on the basis of the best value to the government.

A second site visit is scheduled and listed within the attached amendment.

Protests must be filed in writing and received by the authority within seven (7) calendar days of the event occurrence.

Communication with any member of the board of directors or any officer or employee of the authority, except as provided, is strictly prohibited and may be cause for disqualification.
