Ceiling Paint Government Bids & RFPs

The site work bid package has a start date of June 15, 2026, and is to be completed by July 17, 2026. The repair work bid package has a start date of July 27, 2026, and is to be completed by August 21, 2026.

The bid notice states that monthly payments may be made by the owner to the contractor, with 95 percent of each estimate paid prior to project completion. Five percent of the contract amount will be withheld until final acceptance, submission of an affidavit of wages paid, and receipt of applicable releases.

The contract documents state that the contractor warrants to the owner and architect that materials and equipment furnished will be of good quality and new, and that the work will conform to the contract documents and be free from defects, except for those inherent in the quality of the work permitted by the contract documents. The contractor's warranty excludes remedy for damage or defect caused by abuse, alterations not executed by the contractor, improper or insufficient maintenance, improper operation, or normal wear and tear.

Bids will be on a lump sum basis awarded to the lowest responsive bidder.

In accordance with state law, bidders are required to have a current Washington State contractor's license at the time of submitting bids.

The bidder accepts the provisions of the contract agreement as to liquidated damages in the event of failure to complete the work on time. Liquidated damages shall be assessed at $500/day.

The bid form states that the bidder has visited the site and become familiar with and is satisfied as to the general, local and site conditions that may affect cost, progress, performance and furnishing of the work.

The bid notice does not explicitly state a deadline for challenging the bid process or results.

Any discrimination shall be deemed a violation of this bid and shall render this bid subject to forfeiture. Failure to comply with the drug-free workplace act or enforce these requirements can result in immediate contract cancellation. Failure to comply with requirements regarding felony crimes against children can result in immediate contract cancellation.

Bids are due by Thursday, June 4, 2026, at 11:00 a. m.

The contract states that invoices must be submitted to the location designated by the City in its notice to proceed. Weekly payroll record reporting forms and a signed statement of compliance must be submitted with all billing. Initial invoices must include OSHA compliance certification.

The contract will be awarded to the lowest responsible and eligible bidder.

Bidders must furnish at least three references with this invitation for bids, be regularly engaged in the business of construction, and provide a list of construction completed within the last 3 years.

Liquidated damages of **** per calendar day will be assessed if the work is not certified as substantially complete by August 30, 2026.

A non-mandatory pre-bid site visit will be held on Thursday, May 21, 2026, at 10:00 a. m. at Edgell Memorial Library.

Questions concerning this invitation for bids must be submitted in writing before 11:00 a. m. on Wednesday, May 27, 2026, through Bidnet Direct.

Bids that are incomplete, conditional, obscure, or do not conform to requirements may be rejected. Bids with erasures, alterations, or irregularities, or those containing abnormally high or low prices may also be rejected. More than one bid from the same bidder will not be considered, and bids potentially affected by collusion will be rejected.

The responses to this sources sought notice are requested no later than May 26, 2026, at 12:00 PM EDT. The proposed period of performance for the project itself is 75 calendar days from the issuance of the notice to proceed.

The manufacturer, distributors, and constructors must guarantee against material and installation defects for all delivered and installed materials under the ceiling section for a period not less than a year from the project's delivery date. The painting works are guaranteed in writing for at least two years after the project's reception.

Potential offerors need to demonstrate relevant construction project experience within the last five years, similar to the project described, in Costa Rica. They must possess Costa Rican licenses to operate legally and document experience in coordinating with host nation governments and importing materials, equipment, and manpower.

Before the project starts, the contractor shall visit and examine the site in detail to verify its conditions, facilities, and limitations.

Samples of all work will be provided to the COR for appropriate approval and must match the eventually completed work. For painting, a 1 m wide by 2 m tall sample of each color will be painted and must be approved by the COR.
