The county of Westchester remits vendor payments via an electronic funds transfer EFT program known as vendordirect. Any successful bidder that will not accept payment in that method will be considered nonresponsive to our solicitation and their bid may be rejected.

All items delivered must be guaranteed against faulty materials and workmanship.

Awards may be made by individual item, grouped items or lot.

The bidder certifies that this bid is made without any connection with any other person making a bid for the same purpose, and is in all respects fair and without collusion or fraud, and that no elected official or other officer or employee or person whose salary is payable in whole or in part from the county treasury, is directly or indirectly interested therein, or in the supplies, materials and equipment to which it relates, or in any portion of the profits thereof.

Items will not need to be received on site before July 23, 2026. Delivery must be complete on or before the specified date.

No partial payment will be made. The total amount of each purchase order will be paid only after the complete order has been received in good condition.

Dalton Public Schools reserves the right to accept or reject any and all proposals, and to waive any irregularity in RFPs received to award the entire RFP to one vendor or to make awards by groups or line items, whichever is in the best interest of the school district.

The contractor understands, agrees and warrants that the contractor has the capability to successfully undertake and complete the responsibilities and obligations in said specifications.

If there is a sample of the item within 30 miles that can be viewed please let us know.

Samples may be requested for comparison purposes. Samples, when required, must be furnished free of expense to Dalton Public Schools.

This RFP may be withdrawn by requesting such withdrawal in writing at any time prior to July 15th, 2026, at 9:00 am, but may not be withdrawn after such date and time.

In the event of the contractors noncompliance with this nondiscrimination clause, the contract may be canceled or terminated by Dalton Public Schools. The contractors may be declared by the school system ineligible for further contracts with Dalton Public Schools until satisfactory proof of intent to comply shall be made by the vendor.

The Statement of Qualifications (SOQ) due date is July 14, 2026, at 4:00 PM.

The CMGC will be selected solely on the basis of qualifications and fee and mark up rates proposal. The city will evaluate and rank each SOQ using selection criteria including firm background, experience and past performance, experience and qualifications of proposed key personnel, project approach, fee rates proposal, and an optional interview.

The contractor shall have been in the business of constructing water and wastewater treatment plants process electrical, controls, and SCADA systems for at least 10 years. The contractor shall have a service and maintenance center within Alaska, able to respond to service callouts within 24 hours. Control panel designers and fabricators (CPDFs) shall have been in the business of building panels and bonding construction for at least 10 years and build panels to UL standard 508A or an equal standard.

Protests regarding any alleged improprieties or ambiguities in this Request for Qualifications document must be filed with the Purchasing Agent no later than 7 days following the bid opening.

Violation of conflict of interest or conflict of inducements policies, collusion or other anticompetitive practices, failure to attend the mandatory preproposal meeting, failure to certify to statements in the SOQ form, or failure to participate in an interview may result in disqualification.
