Platte River seeks vendors to co-develop and implement an enterprise emergency management and business continuity program. The selected vendor will work with Platte River's Incident Management Steering Committee to author plans, build organizational capability, and facilitate exercises. Key activities include developing an enterprise BCP framework, authoring an incident management plan, performing a business impact analysis and risk assessment, and designing/facilitating exercises. Proposals are due July 20, 2026. Evaluation criteria include demonstrated capability, approach, clarity of deliverables, experience, references, schedule, resource availability, total cost of ownership, and pricing transparency.
The bid proposal submission deadline is Monday, July 20, 2026, by 3:00 p. m.
Platte River will pay vendor for the satisfactory completion of services provided under any purchase order or task order. Invoices must include invoice number, contract number ****, and purchase order or task order number. Platte River is exempt from taxes.
Vendor warrants that services will be performed in a competent and professional manner and free from defects for 90 days after completion. Vendor will correct any defects at no cost to Platte River.
Platte River may accept the proposal it finds to be the most advantageous and provides the best overall value, which may not be the lowest-priced bid. Evaluation criteria include demonstrated capability, strength of approach, clarity of deliverables, utility experience, quality of references, schedule, resource availability, total cost of ownership, pricing transparency, personnel qualifications, price, prior experience, and financial resources.
Bidders must be fully qualified, properly licensed, and adequately staffed and equipped. Platte River will accept proposals only from qualified, responsible bidders that maintain a permanent place of business, have technical knowledge and practical experience, qualified personnel, adequate financial resources, and have completed similar projects.
Platte River may reject any or all bid proposals, or accept or reject any portions of any bid proposals. Bidders may not alter, withdraw, or resubmit bid proposals for 90 days after the submission deadline.
