The bid notice states that quotes will be received until May 26, 2026, at 3:00 p. m. for the Senior Grant Program Construction Rehabilitation Services.

The total amount allocated to the polygraph examiner certification component is payable upon successful completion of the certification of seventeen 17 polygraph examiners and submission of corresponding documentation. The remaining contract balance is payable upon completion of all remaining contractual activities, including primary instructor development, delivery of the full institutional documentation package, and completion of the APA accreditation process support activities, subject to INL acceptance of all required deliverables.

The U. S. government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price.

Prior to contract award, the vendor shall demonstrate that its polygraph training program is delivered exclusively through APA-accredited polygraph schools and qualified instructors trained and authorized under APA standards. The vendor must also demonstrate a minimum of five years of experience delivering APA professional polygraph training programs and prior development, design, or restructuring of at least one polygraph training school within a national law enforcement agency, a military institution, or a recognized government security institution.

Failure attributable to vendor noncompliance with APA standards may result in withholding of final payment.

Failure to be registered in the SAM system for award management database at https:www. sam. gov prior to submittal of their offer proposal may deem the offerors proposal to be considered non responsible and no further consideration will be given.
