The City of St. Louis is seeking proposals from qualified nonprofit organizations to provide job training to high-risk youth. The submission deadline is January 23, 2026. Questions must be submitted by January 02, 2026. The city reserves the right to reject any and all proposals. Any contract entered into may be subject to the St. Louis Living Wage Ordinance. The city is committed to promoting fair and open competition for minority business enterprises and womens business enterprises. Any respondent awarded funds shall procure and maintain general liability coverage, automobile/motor liability coverage, and workers compensation insurance. The governing law and venue for any dispute shall be in the circuit court of the twentysecond circuit, missouri.

The selection committee will consider, at a minimum, the following: he recommendations of the community evaluators, the components listed in the required qualifications section of this rfp, specialized experience, qualifications and technical competence of the organization, its principals, project manager and key staff, ability of the organization to provide innovative solutions, approach to the project and any unusual problems anticipated, the capacity and capability of the organization to perform the work within the time limitations, past record and performance of the organization with respect to schedule compliance, cost control, and quality of work, proximity of the organization to the city, fees or fee structure as may be appropriate for the service to be provided, availability of financial and operating resources as required to complete the work, mwbe andor dbe participation, ability of the organization to meet statutory or ordinance requirements, other relevant criteria may be developed by the office of violence prevention or the selection committee with regards to future proposal requirements.
The respondent will demonstrate experience administering youth jobs programs, a history of successful program implementation, a strong track record of managing grants and funding, a team of qualified professionals, an openness to collaborative efforts, the ability to quickly assume operation of this program, availability for meetings, a history of work centering equity for bipoc communities, experience with data collection and recordkeeping. The respondent will demonstrate experience administering youth jobs programs.
Failure to comply with any provision of the ordinance and/or providing false information may result in penalties specified in the ordinance, which penalties may include, without limitation, per order of the city compliance official, the following: suspension andor termination of the contract, subcontract, lease, concession agreement, or financial assistance agreement by the city, forfeiture and repayment of any or all of the financial assistance awarded by the city of st. louis, barring the respondent from eligibility for future city contracts andor financial assistance until all ordered relief has been made or paid in full, liquidated damages payable to the city of st. louis in the amount of 500 for each week, or part thereof, that an employee has not been provided wages and benefits in accordance with the living wage ordinance.
