Failure to comply with submission instructions will result in the quote being considered unresponsive. failure to comply will show as unresponsive and your quote will not be considered.

Proposals must be submitted by July 29, 2026. The closing date for the notes is expected to be on or about August 21, 2026.

Interest will be payable at maturity on December 31, 2026.

The county will use a best value determination in selecting the winning proposal that is largely, but not necessarily exclusively, driven by the lowest total cost of interest rates and fees.

Questions must be submitted no later than July 20, 2026.

The device must include a base year warranty and support package that provides minimum of: replacement of consumable components, replacement parts required for maintenance and repairs performed by an OEM trained and certified technician, manufacturer-provided repair or replacement of the device if it fails to operate due to a manufacturing defect, remote diagnostic capabilities, software and firmware updates, 24/7 customer support, predictive maintenance monitoring, access to performance-management platform, and monthly performance and compliance reports.

Vendors must be an original equipment manufacturer (OEM), authorized dealer, authorized distributor, or authorized reseller verified by an authorization letter from the OEM. The letter must be on the manufacturer's letterhead, signed by an authorized official, and either state specific products quoted or confirm the quoter is an authorized distributor for all manufacturer's products. If the contractor is not the OEM, failure to provide a signed OEM letter will result in a non-responsive response.

If the interested contractor fails to provide a signed letter from the OEM (unless the contractor is the OEM), the contractor's response will be deemed nonresponsive and will not be considered for award. Additionally, no remanufacturers or gray market items will be acceptable.

The proposal deadline is July 27, 2026, at 2:00 PM.

The line of credit will be payable from and secured by a pledge of the revenues of the Authority. The Authority will not agree to reserve requirements or minimum balances.

Proposals will be evaluated on proposed fees, proposed terms and covenants, and credit ratings of the respondent.

Proposers must meet minimum qualifications and be responsible. Financial statements are required, or a waiver request if internally generated.

The airport authority has the right to request samples from responsive and responsible proposers, which must be provided within two business days.

Protests must be filed in writing within the timeframes outlined in section 9 of the airport authority procurement and contracting ordinance.

Proposals may be rejected for failure to submit all required information, failure to meet minimum qualifications, being in arrears, debarment, or violation of ethics ordinances.

The revolving line of credit is for up to $20 million.
