Proposals must be received no later than 3:00 PM MST/MDT on September 02, 2026.
Payment is subject to availability of funds and will be tendered within 30 days after receipt of an approved invoice. Payments will be made through direct deposit only.
The contract will be awarded to the offeror whose proposal is most advantageous to the state, considering evaluation factors including technical and business specifications, and cost.
Offerors must be qualified and adequately trained, with licensed/certified practitioners meeting specific board requirements and being appropriately supervised. Experience in screening, assessment, individual therapy, and treatment plan development is required.
The procurement code imposes civil, misdemeanor, and felony criminal penalties for its violation. New Mexico criminal statutes impose felony penalties for bribes, gratuities, and kickbacks.
The protest deadline is September 30, 2026. The 15-calendar day protest period begins the day following the award of contracts.
Failure to complete and return the campaign contribution disclosure form, failure to submit a signed letter of transmittal, or non-compliance with mandatory specifications may result in disqualification.
