The New Jersey Water Supply Authority (NJWSA) is seeking quotations for herbicide monitoring laboratory services for the Manasquan Reservoir. The services include water sample analysis for fluridone and copper, and sediment sample analysis for copper. The contract period is from June 1, 2026, through January 30, 2027. Bidders must provide fee proposals, proof of certification, and adhere to specific sample analysis methods and reporting limits. The NJWSA also encourages subcontracting with New Jersey-based small businesses and disabled veteran-owned businesses. Bidders must comply with various state regulations, including business registration and affirmative action requirements. Quotations must be submitted in a sealed envelope to the issuing office.
The scope of work for laboratory services is anticipated to be from June 1, 2026, through January 30, 2027, with the final sampling plan influenced by actual herbicide treatment dates.
The bidder with the lowest responsive and responsible bid when totaling all 5 line items will be awarded the contract.
The laboratory must have a current certification and maintain certification through the National Environmental Laboratory Accreditation Program (NELAP) and/or NJDEP OQA for EPA methods **** and ****, or have developed similar, in-house assays based on these methods which the authority will review before bid award.
For any violations of the affirmative action law, in addition to all other penalties allowable by law, the violator shall be subject to a fine up to $1,**** for each violation for each day during which the violation continues.
The laboratory will provide bottles, bottle labels, and chain of custody forms. Bottles provided by the laboratory will include preservatives when appropriate. Seven (7) day turnaround times are requested, unless the laboratory standard turnaround time is shorter.
Any objection to the decision of the authority must be submitted in writing to the contracts manager within five (5) business days after the due date for receipt of quotations.
