This is a Request for Proposals (RFP) from Leelanau County, Michigan, for the Myles Kimmerly Park Court Conversion Project. The project involves site assessment, repairs, resurfacing with acrylic coatings, multicolor striping, and installation of removable net systems to convert existing tennis courts into a blended layout featuring one tennis court and two pickleball courts. Vendors must register with the county via bidnetdirect. com. Proposals are due by June 26, 2026, at 3:00 PM local time and must be submitted to the County Administrator's office. Key evaluation criteria include experience and qualifications, the vendor's plan to complete the project, and proposed cost. An optional site visit is available. Questions regarding the RFP must be submitted by June 11, 2026, and responses will be posted by June 19, 2026. The contract award is anticipated on or after July 21, 2026, with work commencement targeted for August 2026. The contract term includes completion by June 30, 2027, with certain obligations extending beyond. The bid proposals must be submitted by June 26, 2026, at 3:00 PM local time. The county recommends submitting proposals at least one day prior to the specified date and time to allow for timely receipt.
The vendor will bill the county for the performance of the work required by this project, with payment upon satisfactory completion of milestones or lump sum at final acceptance. It is understood and agreed that the contractor shall not bill and the county shall not pay for the project until after the project has been completed, including all items on the projects final punch list.
The contract will be awarded to the vendor best meeting the needs of the county, based on approach to the project, experience in meeting project needs, experience working with other entities, ability to provide services in a timely manner, and proposed cost. The county shall also consider who has demonstrated judgment and integrity, is of good reputation, experienced in their work, whose record of past performance in the trade is established as satisfactory, and whose financial status is such to provide no risk to the county.
The awarded vendor shall provide only qualified and trained personnel to perform the work. Preference will be given to contractors with documented experience installing acrylic sports surfaces and removable net systems for municipal or public recreational facilities in northern Michigan or similar climates. Vendors must be in a business performing the work outlined in these specifications for a minimum of three years. Experience with blended tennis/pickleball court conversions or similar multisport acrylic court projects is highly desirable.
A site visit is optional and can be arranged by appointment.
Any protest to the Leelanau County Administrator's consideration of any proposal must be submitted in writing and received by the Leelanau County Administrator no later than five calendar days after the contract award.
Failure to follow the instructions for the submission of a proposal may result in rejection of the proposal as being unresponsive. Proposals submitted in pencil will be rejected as unresponsive. Proposals which have been corrected by whiteout or cross out, and have not been initialed and/or dated, will be rejected as unresponsive.
