The deadline for submission of bids is June 3, 2026, at 10:00 AM local time.

Payment shall be made by the City in accordance with general laws chapter 30, section 39g **** ed. , as amended, which is included in the supplementary general conditions to the contract.

The contractor guarantees the work under this agreement and the materials furnished by him for use in connection therewith to be free from defects or flaws for one year after the completion of the agreement.

The general contract will be awarded to the lowest responsible and eligible general bidder complying with the conditions and requirements provided in these instructions, the bid forms and the other bid documents.

The bidder must be able to furnish labor that can work in harmony with all other elements of labor employed or to be employed on the work and must have successfully completed a course in construction safety and health approved by the United States Occupational Safety and Health Administration that is at least 10 hours in duration.

The contract documents detail various penalties, including those for failing to correct defective work, for violations of wage laws, and for non-compliance with minority/women business enterprise and worker utilization programs.

A walkthrough of the site will be available on May 27, 2026, at 10:00 AM EST at 911 Lincoln Square Worcester MA ****.

All questions and requests for clarifications or interpretations of the meaning of the contract documents shall be in writing, addressed to the purchasing department, City of Worcester, and to be given consideration must be received at least five 5 days prior to the date fixed for opening of bids.

Respondents must submit a capabilities statement that clearly details the firm's ability to perform all aspects of this notice and must include a DUNS number, commercial and government entity CAGE code, and a statement regarding the socioeconomic status of the company. Additionally, confirmation that your company can meet the certifications required in the scope of work and relevant experience providing support services identified in the scope of work are required.

HHSC system agency will make contract payments in accordance with chapter **** of the Texas government code, commonly known as the Texas prompt payment act.

HHSC shall not be obligated to select the bidder with the lowest price but shall make an award to the bidder who provides the best value to the state of Texas. All responses will be evaluated according to the following criteria: bidder meeting or exceeding the requirements and specifications in accordance with this IFB, bidders ability to meet performance delivery requirements and price.

Bidders must submit a comprehensive response which includes all required information and documentation to ensure the bidder meets all requirements, possesses the required experience and qualifications, and has the capacity to provide the goods and/or services described in this IFB.
