When a first article is required, the contractor shall submit a paper copy of the drawings, contracts and approved ECPs/ECOs, deviations/waivers, and modifications in the records receptacle or inside the container submitted for the first article. Samples are to be unpainted. Corrosive areas are to be coated with a light preservative. This paragraph does not apply to shipping containers.

If the contractor fails to deliver any first article on time, or the contracting officer disapproves any first article, the contractor shall be deemed to have failed to make delivery within the meaning of the default clause of this contract.

The first article must be delivered within 120 calendar days from the date of the contract.

New manufacturers may require a pre-award survey and post-award conference. Offerors requesting a waiver of first article approval requirements must provide evidence of previous identical article delivery and use of the same facilities and processes.

Proposals shall be evaluated based on: proposer's comprehension of the required work scope (25%), prior experience in similar building construction projects (20%), professional qualifications (15%), total proposed price (30%), and client references (10%).

Proposers must provide a statement of qualifications including firm history, professional staff experience, authorized personnel, experience with architectural and engineering services, and at least two references from similar projects. A completed vendor responsibility questionnaire is also required.

A pre-proposal conference will be held on Thursday, July 30, 2026, at 10:00 AM at Shaker Place Rehabilitation and Nursing Center. Proposers interested in submitting proposals are strongly urged to attend.

The county reserves the right to reject any and all proposals, waive informalities, and disregard non-conforming or non-responsive proposals. Failure to satisfy the county of the proposer's ability to perform the work may result in rejection.
