The bid notice states that for non-hazardous tree work, the contractor shall complete removal and/or trimming of trees within a period of time not to exceed 6 weeks, or two business weeks (10 days) after notification. For emergency tree work, the contractor shall provide a method for 24-hour emergency contact and the response time to the scene for equipment and crew upon notification of an emergency situation is not explicitly defined beyond the need for a prompt response.

The successful bidder shall agree to complete all assigned work by June 30, 2029.

The contractor shall replace, in accordance with the contract plans and specifications, any planted tree that is dead or, in the opinion of the city arborist, is in an unhealthy or unsightly condition. There shall be a one 1 year guarantee on trees commencing after the final acceptance and the completion of the contract work.

If the contract is awarded, it shall be awarded to the responsive and responsible bidder submitting the best value bid complying with the conditions and qualifications of the notice to bidders and instructions to bidders.

Proposals that do not meet the citys requirements, as outlined in the rfp, may be deemed nonresponsive and given no further consideration.

Failure to comply with any of the above terms or any evidence of poor quality or service will be considered cause of discontinuing business with the successful bidder.

The bid notice states that all planting will be completed between March 20 through May 15 or September 1, through November 15, or until soil temperatures fall below 50 degrees F. The contractor will perform all work between the hours of 7 a. m. and dusk, Monday through Saturday unless authorized by the Public Works Director or his representative to do otherwise.

The bid notice states that the contractor is eligible for a single lump sum payment upon the successful completion of the work. Upon receipt of an invoice, the city will promptly process payment within 30 days.

The bid notice states that all trees subject to this contract shall be guaranteed for two years from the date of installation. Trees will be replaced once and replacements will not be guaranteed.

The bid notice states that it is the intent of the City of Rock Island to award a contract to the lowest responsible bidder provided the bid has been submitted in accordance with the bidding requirements.

The bid requires a certificate of insurance and a pricing worksheet. Suppliers must also acknowledge and agree to Iowa's public records law and the terms regarding debarment and former DMPS employees.
