This is a solicitation for a Blanket Purchase Agreement (BPA) for general and precision machining/fabrication services for NASA Langley Research Center. The BPA will have a period of performance of 5 years. Individual call orders will be issued throughout the term of the BPA, with a limit of $5,000,000 per call. The acquisition is a 100% small business set-aside. Key evaluation factors include ability to supply requested items, credit card payment acceptance, and past performance. Offerors must be certified to **** and/or ISO **** quality standards. Questions are due by June 24, 2026, and offers are due by July 6, 2026.
All deliveries shall be made within the schedule agreed upon at the time the call is placed. For critical items, timely delivery is mandatory. Failure to deliver as required will result in assessment of monetary consideration. Repeated failures may result in exclusion from future work under this BPA. If the contractor finds it cannot deliver as required, they shall promptly notify the contracting officer by letter and indicate when delivery will be accomplished.
Payment by credit card is accepted for calls under $100,000. Credit card invoices shall be paid in accordance with FAR ****, Payment by Third Party. NASA is not subject to sales tax.
Evaluation and selection will be made to that contractor whose quote will be most advantageous to the government, with consideration given to ability to quickly supply requested supplies, ability to supply high demand supplies, ability to supply majority of requested supplies, ability to accept credit card payments, and past performance. The government will evaluate quotes based on demonstrated recent experience, and on time delivery.
The contractor's quality system shall be certified/registered to the **** and ISO **** quality management systems requirements at contract award and shall remain certified/registered during the term of the contract. Contractors must provide a statement of their certification status and a copy of their certification if applicable. Offerors must also submit their ability to perform minimum core capabilities and optional core capabilities, and their company's current quality manual.
Failure to deliver critical items as required will result in the assessment of monetary consideration. Repeated failures to deliver in a timely manner may result in the exclusion of the contractor from proposing on future work under this BPA.
Violation of security policies by personnel may result in withdrawal of center access for the offending personnel and/or contractual actions against the contractor and possible criminal prosecution for violation of export control laws and laws regarding access to government facilities. Repeated failures to deliver items in a timely manner may result in the exclusion of the contractor from proposing on future work under this BPA.
