The City of Delray Beach is seeking proposals for a flexible and scalable citywide tree planting program. The program aims to increase tree canopy, improve neighborhood resilience, and support environmental benefits. The city anticipates an initial annual program budget of approximately $65,000, with the capacity to expand to approximately 2,000 trees per year, estimated at $333,000 annually. Proposals are due September 2, 2026. The contract term is three years with two one-year renewal options. Award will be based on the highest ranking or scores after negotiations. Electronic submissions are required via BidNet Direct. A pre-proposal conference will not be held. Questions are due August 14, 2026.
Proposals must be received on or before September 2, 2026, at 2:00 PM Eastern Standard Time.
Payments will be made in accordance with the Florida Prompt Payment Act, Section ****, Florida Statutes, upon presentation of a proper invoice. Monthly invoices are required after services have been performed and accepted.
A one-year written warranty from final acceptance of each city or partner-site installed tree is required, including one year of establishment care.
Proposals will be evaluated based on relevant experience, qualifications, and references (25 points), technical and programmatic approach (25 points), staffing, annual capacity, nursery supply, and mobilization (20 points), community outreach, education, and integrated program delivery (10 points), GIS documentation, maintenance, warranty, and accountability (10 points), and fee proposal (10 points).
Proposers must be registered with the state of Florida, demonstrate qualifications and relevant experience, not be listed on the Florida State Board of Administration's scrutinized list, have no reported conflicts of interest or exclusions in SAM, and be certified by the International Society of Arboriculture (ISA) as an arborist.
In the event of default, the city may terminate the contract, recover claims, or perform work to cure the default and charge the proposer for the cost plus 30% for administrative overhead.

Proposals may be deemed nonresponsive if they do not follow submission requirements, lack required documentation, are not submitted in the correct format, are late, or lack required signatures. Vendors may be deemed non-responsible if they have been declared in default on a contract, debarred, or suspended.
