The statement of work (SOW) details the minimum requirements for designing, manufacturing, delivering, and testing a mobile blast and
paint system for C130 aircraft
wheel wells. The system must include blast, no sweep floor recovery, and a corresponding mobile trailer-mounted recovery and filtration system for the blast booth, and an alodine wash,
paint, and floor recovery system, and a corresponding mobile trailer-mounted filtration system for the
paint booth. The system must be an airtight sealed system for the
wheel wells. The government intends to award the contract to a single contractor with experience in this type of equipment, including testing and training. Numerous government and non-government standards and specifications are referenced, including requirements for safety, health, and environmental protection (e. g. , restrictions on mercury, asbestos, lead, and PCBs). The SOW also specifies that the machine must include all components, parts, and features necessary to meet the performance requirements, and that all parts subject to wear, breakage, or distortion must be accessible for adjustment, replacement, and repair. The audible noise level must not exceed 84 decibels (dB), measured on the A-weighted scale of a standard type II sound level meter, at the operator's work position or any point at a distance of three feet from the equipment. Noise generated by the work piece is excluded in determining compliance with the 84 dB requirements.
