The Town of North Wilkesboro seeks a consultant/contractor to act as Grants Manager, Administrator, and Qualified Environmental Professional (QEP) for the EPA Brownfields Cleanup Grant at the Smoot Tannery property. Services include developing a QAPP, overseeing remediation (soil excavation, ACM/LPB abatement, demolition), quarterly reporting, and community outreach. Proposals are due October 1, 2026. The project is anticipated to start around November 20, 2026, and finish by June 30, 2029.
The selection criteria include clarity of submittal (10 points), firm qualifications (10 points), personnel qualifications (20 points), relevant project experience (15 points), ability to meet project timeline, scope and budget demand (15 points), cost, value, and availability (25 points), and quality of references (5 points).
Respondents must represent a firm or team with experience in environmental risk assessment, remediation strategies, community outreach, and adhere to professional standards.
