This is a Request for Information (RFI) for administrative support services for the Northeast Cooperative Research Branch (CRB) Study Fleet Program. The government seeks information on capabilities, experience, and estimated costs for providing administrative support. Responses must be submitted by February 16, 2026, and should include firm details, experience, capabilities, and estimated costs. The anticipated period of performance is from September 1, 2026, through August 31, 2027, with up to four option periods. Bid for grocery items, with a bid response due date of August 25, 2025, at 10:00 a. m. , Central Time. Bids must be submitted through arbuy. The anticipated starting date for the contract is September 05, 2025, with a possible adjustment of up to three calendar months. The initial contract term is one year, renewable for up to six additional one-year terms, not exceeding a total of seven consecutive years. Questions regarding the solicitation must be submitted via arbuy by midnight, Central Time on or before July 29, 2025. Delivery locations are listed. Inspection and acceptance of products will be made within 30 days of receipt. The state may return any products within the 30-day timeframe for any reason. The contractor must include a total satisfaction return policy for all products. Minimum order requirements are not specified. Act 617 of 2017 compliant products are required. The contractor shall comply with federal and state laws applicable to the products provided, including USDA regulations and standards. Products must be from federally inspected and approved plants. Products must conform to minimum requirements of federal and state regulations concerning grade, weights and measures, packaging, product safety, shelf life, food safety guidelines, and proper identification of allergens. Shipments must be billed at the contract prices in effect at the time of the order. All products must conform to state, federal, and industry standards with respect to safety. The contractor shall provide a recall program and procedures plan. Manufacturer specification sheets must be submitted. Packaging and packing must be in accordance with good commercial practice and with the national UPC bar coding. USDA nutritional labels must be included on products delivered to institutions requesting this labeling. Shipping containers must comply with the national motor freight classification and uniform freight classification code. Semiperishable items must be snugly packed. All products must be delivered in first-class condition. Damaged packages will be refused. Products delivered must be from the latest season's pack. The contractor shall not substitute or permanently replace an item on the contract unless prior notice is submitted and approved by the department. The contractor shall provide contact information for a representative who will be the state's single point of contact. Price adjustments will only be considered quarterly. The contractor shall submit price adjustment requests to the department within ten business days prior to the first business day of the calendar quarter in which the price adjustment will become effective. The contractor shall not place any restrictions or requirements on the quantities that can be ordered, delivered, or on the ordering frequency. Orders placed against this contract shall be in the form of a written purchase order. The contractor shall not accept walk-in or verbal orders. The purchase order must be in the contractor's possession prior to shipment. All deliveries shall be made during business hours and within the agreed upon number of days unless otherwise arranged. The contractor shall give the department immediate notice of any anticipated delays or plant shutdowns that will affect the delivery requirement. The contractor shall make delivery to the department's location within seven business days after receipt of the purchase order unless an extended delivery timeframe is requested or approved by the department. Damaged packages or goods of any kind will be rejected, and credit shall be issued to the department. The contractor shall take all reasonable measures to ensure that commodities purchased must be delivered within 30 days of the department's issuance of the relevant purchase order unless otherwise agreed upon in writing.
