The city intends to award to the most responsive firm provided that the proposal has been submitted in accordance with the requirements of this RFP document and is judged to be fair and reasonable. The city shall be the sole judge of the firms qualifications, and whether the proposal is in the best interests of the city.

Proposals will be considered only from firms or individuals that are firmly established in an appropriate business, who are financially responsible, and who have the resources and ability to offer services in a professional and expedient manner. The city reserves the right to be the sole judge of these criteria.

Proposals must be submitted by 4:00 p. m. CST on Wednesday, June 17, 2026.

Proposals will be rated based on qualifications of principals, key technical staff, and subcontractors (30 points), fixed price less estimated reimbursables (40 points), experience in previous housing authority projects (30 points), ability to provide services timely (30 points), references for similar projects (20 points), and firm location (10 points).

Respondents must include certification of not being debarred, evidence of Kansas registration, proof of insurance (workers compensation, general liability, automobile), and a narrative statement highlighting experience in multifamily housing, public housing modernization, accessibility modifications, local renovation projects, and written communication ability.

The AE firm will be required to make a minimum of one inspection every week during construction, one inspection at substantial completion, and one inspection after completion of the punch list.

Protests concerning the RFP must be made in writing to the Contracting Officer at least ten working days prior to the proposal submittal deadline. Protests concerning the outcome of the selection process must be made in writing within ten working days of selection.

Failure to provide current Kansas registration, certification of not being disbarred or suspended, certification of insurance, a non-collusive affidavit, or an occupational license from the unified government will result in elimination from consideration.
