Offerors must be an individual or a business corporation, partnership, firm, joint venture or other legal entity duly organized and authorized to do business in the city of Pittsburgh, financially sound and able to provide the services being procured. They must also be in good standing with HACP, Clean Slate E3, and any federal, state or municipality that has or has had a contracting relationship with the firm. Additionally, offerors must have and maintain all necessary insurance to cover malpractice liability and workers compensation.
In the event of a grantee's failure to comply with equal employment opportunity and affirmative action provisions, Clean Slate E3 may, at its discretion, cancel, terminate or suspend the contract in whole or in part, or recover from the grantee, by set off against the unpaid portion of the contract, as liquidated damages and not as a penalty, an agreed upon sum for each day that the contractor fails to comply with the contract.
