The Department of Veterans Affairs is seeking a contractor for comprehensive roof repairs at the Palo Alto Health Care System. The project involves repairs to nine buildings and has a period of performance of approximately 180 calendar days after Notice to Proceed. This procurement is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Proposals will be evaluated using a tradeoff approach based on Technical, Past Performance, and Price, with technical and past performance being equally important to price. A mandatory site visit is scheduled for May 19, 2026. Requests for Information (RFIs) are due by May 22, 2026. Offers are due by June 17, 2026. The estimated value is between $2,000,000 and $5,000,000.
Offers must be received no later than Friday, June 5, 2026, at 8:00 am Pacific Time. The deadline has been extended to June 17, 2026, 8:00 am PDT.
The repairs will require a total of 5 years of warranty from the date the VA accepts all work. Some specific areas require a 20-year total system manufacturer's warranty.
Award will be made to the responsible offeror whose offer, conforming to the RFP, will be most advantageous to the government, pursuant to a tradeoff approach. Evaluation will be based on Technical, Past Performance, and Price, with technical and past performance being equally important to price.
Offerors must be validated in the Small Business Administration (SBA) Small Business Search (SBS) at the time proposals are due and prior to award. SDVOSB firms must be certified prior to proposal submission. The contractor must have a minimum of 5 years of experience doing work of similar scope and complexity.
A site visit will take place on Tuesday, May 19, 2026, from 9:00 am to 12:00 pm Pacific Time at the Veterans Affairs Palo Alto Health Care System. Meet outside the entrance to the main hospital, building 100.
Failure to provide a complete offer by the required time and date may result in the proposal being deemed ineligible for evaluation and award. Failure to meet SDVOSB validation requirements will result in elimination from competition.
The disclosure of magnitudes is between $2,000,000 and $5,000,000.
