This is a Request for Quotation (RFQ) from the Embassy of the United States of America in Bangkok, Thailand, for HVAC replacement services at the Millennium Residence, Tower A and B. The U. S. Government intends to award a firm-fixed-price contract to the responsible company submitting an acceptable offer at the lowest price, based on initial proposals. A mandatory site visit is scheduled for May 21, 2026, at 10:00 AM. Questions regarding the work must be submitted no later than 4:00 PM on May 26, 2026. Quotations are due by 4:00 PM on June 11, 2026, and must be submitted electronically in English. Offerors must be registered in the SAM system for award management prior to proposal submission. The contract type will be firm-fixed-price, with a duration of 30 calendar days per unit for the work. The scope of work includes surveying the site, providing a replacement design, and installing Variable Refrigerant Volume (VRV) systems. The selected contractor will be responsible for all three apartment units. The contract will include a one-year warranty covering all parts, materials, labor, and travel costs. The contractor must provide proof of SAM registration and demonstrate prior construction experience. The magnitude of the project is anticipated to be between $100,000 and $250,000.
The contractor shall complete the entire work ready for use not later than 30 days after NTP issuance, which includes final cleanup of the premises. The duration of the work shall be 30 calendar days per unit.
Requests for payment may be made no more frequently than monthly. Payment requests shall cover the value of labor and materials completed and in place, including a prorated portion of overhead and profit. The 14-day period for payment is changed to 30 days.
The installing contractor shall provide a one-year warranty that includes all parts, materials, labor, travel costs, and all miscellaneous costs. The contractor must be responsible for warranty repairs and provide onsite repairs within 24 hours of notification of an operational problem or failure within the warranty period.
The U. S. government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.
Offerors must be technically qualified and financially responsible, able to understand written and spoken English, have an established business in Thailand or plans to establish one within 30 days of award, provide proof of SAM registration, demonstrate prior construction experience, have necessary personnel, equipment, and financial resources, possess all required licenses and permits, meet local insurance requirements, be able to obtain adequate performance security, have no adverse criminal record, and no political or business affiliation contrary to U. S. interests.
If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the government in the amount of 3,000 Baht for each calendar day of delay until the work is completed or accepted.
A site visit is required and has been scheduled for May 21, 2026, at 10:00 AM at the Millennium Residence, Tower A and B.
Request for questions and drawings regarding this work may be submitted no later than 4:00 PM, Bangkok local time on May 26, 2026.
Failure to be registered in the SAM system for award management database at the time of proposal submission may deem the offeror's proposal to be considered nonresponsive and no further consideration will be given.
