The current system has active maintenance warranties with T-Metrics. The current system represents a major prior government investment in specialized T-metrics routing scripts, IVR trees, and historical databases.

Interested parties must submit a capability statement demonstrating their abilities to meet the requirement, including organization name, type, socio-economic status, point of contact, SAM UEI number, and applicable contract numbers.

Responses to the capability statement request must be received no later than 4:00 p. m. Alaska time on July 15, 2026. Responses to the information requested below are to be emailed to contract specialist Amn William D. Gentry . . . and contracting officer Tsgt Cody Shumaker . . . and must be received no later than 4:00 p. m. Alaska time on July 15, 2026.

Proposals are due by 2:00 PM on July 28, 2026.

The airport authority will reimburse for approved reimbursable expenses monthly, within 30 days of receipt and approval of the operator's report. The management fee will be paid monthly.

Proposals will be evaluated on experience and qualifications, project approach and work plan, proposed fees (management fee), and proposed subcontractor expenses.

Proposers must have a minimum of five years of experience managing and operating paid parking facilities, with experience managing at least five separate paid parking facilities each with over 7,500 parking spaces that utilize electronic parking control equipment.

Failure to provide proper agreed-upon staffing levels may be assessed a **** penalty per incident. Failure to submit monthly reimbursable expenses and supporting documentation by the 15th of each month may result in a penalty of $1,000 per day.

A pre-proposal virtual conference is scheduled, and attendance is recommended but not mandatory.

The airport authority has the right to request samples from responsive and responsible proposers, which must be provided within two business days of the request.

Proposals may be rejected for failure to submit all required information, failure to meet minimum qualifications, being in arrears to the airport authority, being debarred, or committing a violation of the airport authority's ethics ordinance.
