The anticipated contract start date is September 1, 2026, and the contract will expire August 31, 2030.

Payment will be made in accordance with the pricing provided on Exhibit C, considered all-inclusive. Invoices must be submitted monthly or as indicated on the purchase order.

Award will be made to the bidder who provides the best value to the state, considering meeting requirements, ability to meet performance/delivery, and price.

Contractor must be a licensed professional counselor (LPC) with at least five years of relevant experience and experience with persons with developmental disabilities.

Failure to comply with sole point of contact requirements, submitting exceptions, including assumptions, or failing to submit required documentation may result in disqualification.

The historical spend for the same or similar services is $100,**** for the period of one year.

The contractor must be a qualified, District of Columbia, Department of Behavioral Health (DBH) certified substance use disorder (SUD) treatment contractor.

Vendors must be capable of delivering a comprehensive online presence vetting OPV solution and must complete and submit Attachment A response template.

Failure to submit responses electronically by the deadline or failure to use the required response template could lead to disqualification.

The period of performance is from September 29, 2026, to September 28, 2031, including a base year and four option years.

The evaluation method will be best value trade off.

Minimum qualifications for an FL NGESP Employment Coach include a Bachelor's degree (preferably in Human Resources, Psychology, Business Management, Business Administration, or Social Science) and prior case management experience or experience with employment services programs, personnel management, or human resource experience. Excellent verbal and written communication skills and knowledge of RC logistics and maintenance programs, operations, automation systems, regulations, policies, SOPs, and RC deployment cycles are also required.

The government reserves the right to direct the removal of an employee from government property or revoke access to government systems for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for these reasons does not relieve the contractor from responsibility for total performance of the contract.
