The RFP for Frisco EDC marketing and advertising agency is open. The intent to bid is due October 14th, 2025, 2:00 PM CDT. Questions are due October 7th, 2025, 4:00 PM CDT. The close date is October 14th, 2025, 2:00 PM CDT. The agency will support marketing, brand recognition, and lead generation efforts to grow the visibility and reputation of the city for corporate relocation, business retention and expansion, innovation and talent attraction. Proposals are sought for design and management services for an indoor holiday market. Proposals are due October 15, 2025, at 3:00 PM in the purchasing office, City of New Rochelle City Hall. Pre-proposal questions must be submitted by October 2, 2025, at noon. A pre-proposal meeting is scheduled for September 30, 2025, at 10:00 AM. The event will run from November 28 to December 14, 2025. Proposals must include exhibits A, B, C, D, and E. The city reserves the right to amend the RFP based on questions and issues raised. Bidders must comply with state finance law requirements regarding communications during the procurement process. Payment terms are net 30 days after invoice and acceptance of work. Proposals will be evaluated based on experience, qualifications, community enhancement, operational feasibility, community and economic impact, quality and completeness of the proposal, and financial terms. The selected consultant will sign a city of New Rochelle consultant services agreement. The contract will be for the complete performance of the scope of work identified in this RFP. The proposal must remain valid for 90 days from the proposal due date. No charge will be allowed for federal, state, municipal sales, and excise taxes from which the city is exempt. Any deviations from the specifications must be noted and fully explained. The city reserves the right to revise or amend the proposal specifications prior to the proposal due date by written addenda. All city contractors not incorporated in the state of New York shall produce a certificate to do business in the state of New York from the New York Secretary of State prior to executing their contract with the city. The contract agreement resulting from this RFP shall be construed under the laws of the state of New York. All claims, actions, proceedings, and lawsuits brought in connection with, arising out of, related to, or seeking enforcement of this contract agreement shall be brought in the supreme court of the state of New York, Westchester county. The city reserves the right to accept or reject any or all proposals received as a result of this RFP, to negotiate with any or all qualified proposers or to cancel this RFP in part or its entirety, if it is in the best interest of the city to do so.

Proposals are requested for a hotel market and new hotel feasibility study. The study will analyze demand, optimal sites, hotel types, room counts, amenities, and financial feasibility. Proposals must be submitted by October 1st, 2025, at 11:00 AM. A mandatory pre-bid meeting is scheduled for September 22nd at 5:00 PM. Questions must be submitted by September 24th. Proposals will be evaluated based on responsiveness, reputation, client satisfaction, relevant experience, and local presence. Proposals must be submitted in a specific format, limited to 10 pages, including required city forms. The city reserves the right to conduct interviews and to accept or reject any or all proposals.
