Award will be made to the lowest responsive and responsible bidder complying with all provisions of the invitation for bid, provided the price is reasonable and in the best interest of the city to accept. The city reserves the right to award by individual commodity/service, group, all or none or any combination thereof.
Bidders must be qualified to bid in the state in accordance with section **** of the State Finance and Procurement Article of the Annotated Code of Maryland. The city shall have the right to take such steps as it deems necessary to determine the responsibility of the bidder to perform the obligations under the contract.
Should the contractor fail to complete fully, to all intent and purpose, the work specified in the time specified, or within the time as it may have been extended by the city, the contractor shall pay, for each calendar day that any work shall remain uncompleted, not including Sundays, the sum of $400 per calendar day or such other amount as specified in the special provision, unless otherwise specified in the invitation for bid documents.
Individuals interested in viewing the vicinity of the work are encouraged to do so independently, and in a socially distanced manner, prior to the prebid meeting. Bidders shall assume complete responsibility and liability for any and all visits. Each bidder shall visit the site of the proposed work and become fully acquainted with the existing conditions and fully informed as to any facility involved, and the difficulties and restrictions attending the performance of this contract.
Failure to submit the submittal checklist and signature page shall deem your bid nonresponsive. Failure to sign and return an addendum with your response may result in disqualification of proposal. Failure of the successful bidder to execute the agreement and supply both the electronic versions and original versions of the required forms within fifteen 15 calendar days shall constitute a default.
