The Ohio Department of Mental Health and Addiction Services (OHIOMHAS) is seeking proposals for the Ohio Coalition Institute (OCI) for the period October 1, 2025, to September 30, 2026. Proposals must be submitted via the OhioBuys website by 2:00 PM EST on the date indicated on the sourcing project. The RFP consists of 51 pages. All inquiries must be submitted through the OhioBuys website. The selected
contractor will be responsible for implementing and coordinating all components of the OCI, including specified trainings and technical assistance, workforce development, and coalition membership engagement. The
contractor must partner with other statewide entities, Ohio subject matter experts, coaching and mentoring networks, and demonstrate how all partners will be involved in the development and implementation of OCI deliverables. The proposal must include a technical proposal and a cost proposal, outlining how each deliverable will be completed within the specified timeframes. The proposal must also include information on the background of the firm or individual, including any subcontractors, prior experience relevant to this RFP, current contact names and phone numbers for references, and a list of similar projects currently underway or completed over the past three years. Personnel qualifications, including names, resumes, education, and experience of personnel, must be included. The
contractor must be a 501(c)3 or 4 non-profit or government entity. The
contractor must demonstrate content expertise in prevention science, Ohio's approach to coalition development, collective impact, and relevant CDC strategies. The
contractor must also have the capacity to reach a statewide audience and utilize a developmental evaluation process. Priority will be given to
contractors who are subject matter experts and demonstrate a strong commitment to statewide collaboration, evidenced by signed Memoranda of Understanding (MOUs) with multiple partner organizations.
