The Division of Forestry and Wildlife (DOFAW) is seeking bids for
fuels mitigation work in Maui. The successful bidder will contract with the State of Hawaii, requiring a performance bond and a payment bond for each
project. Bidders are strongly advised to inspect the
project area, which includes access via four-wheel drive vehicle, foot access, or helicopter. Key dates include a pre-bid meeting on April 28, 2025, a deadline to submit written inquiries on May 1, 2025, and a deadline to submit bids on May 5, 2025. Offers must be submitted through the State of Hawaii eprocurement system (HIePro). The
project involves masticating non-native vegetation to create a
fuel break along the southern boundary of a parcel. The
project area is owned and managed by the DLNR and currently under a grazing lease. The contractor is responsible for transporting materials, crew, and equipment to the site. Special conditions include weather contingency, liability for damages to existing roads and improvements, and wildfire prevention measures. Biological surveys have been conducted, and all known rare species locations are flagged. All human litter and waste must be removed from the site. Special use permits are required for camping, helicopter landing sites, and equipment staging areas. The contractor must meet with DOFAW staff soon after the award. Bidders must provide proof of license, insurance, past
projects, and equipment. The award will be made to the lowest responsive and responsible bid. Payment will be made via purchase orders. The contract term is 12 months from the notice to proceed, potentially extendable by 6 months. Compliance with Hawaii laws and regulations, including hiring of Hawaii residents, is required. The successful bidder will be required to file performance bonds and labor and material payment bonds for each
project.
