The period of performance for this contract is from July 27, 2026, to December 31, 2026.

Invoices shall be submitted upon completion of the work. Payment will be made in accordance with the prompt payment act.

The contractor warrants that the items delivered under this contract are merchantable and fit for use for the particular purpose described in the contract.

The solicitation is a request for quotations (RFQ) for commercial items. Interested companies shall provide offers in accordance with the attached salient characteristics.

The government may terminate this contract for cause in the event of any default by the contractor, or if the contractor fails to comply with any contract terms and conditions.

Inspections will require a prior five-day notification submitted to the Contract Officers Representative (COR) or Government Representative.

Failure to comply with contract terms and conditions, or failure to provide adequate assurances of future performance, may result in termination for cause.

Proposal responses will only be received before the time and date indicated. The response deadline is August 13, 2026, at 02:00 PM CT.

LEISD utilizes purchase orders for payment. Vendors must be willing to accept purchase orders provided electronically via email. Work shall not begin until a purchase order has been issued. Payment will be made after all completed and required documentation (service reports and invoices) have been received.

All parts must have the minimum original manufacturer's warranty. Refrigeration systems require a one-year warranty on parts and labor, plus an additional 5-year warranty replacement only on the compressor. All products are guaranteed free from defects and faulty workmanship for a minimum of one year after final acceptance.

The district does not award contracts on pricing alone. The district reserves the right to award the contract to the proposer who offers the best value and is in the best interest of the district. Evaluation criteria include purchase price (30 points), vendor reputation (10 points), quality (25 points), meeting district needs (25 points), past relationship (5 points), and Texas-based employment (5 points).

Offerors shall hold all necessary certifications and/or licenses to perform contract work within the specified cities in Texas. Copies of these certifications and/or licenses shall be included with the bid response. Vendors providing parts but not service are exempt from this requirement.

The district reserves the right to terminate any agreement for breach or default of the agreement by the vendor, including failure to meet schedules, deadlines, or delivery dates, or failure to make payments. The district also reserves the right to terminate for convenience.

Offerors are advised to familiarize themselves with existing conditions in the material and labor markets prior to submission of an offer. Offerors are strongly urged to make arrangements to visit and inspect the sites prior to proposing if the configuration, structure, condition, etc. , of the site will influence the proposal for contract performance.

Any proposal received later than the specified time shall be disqualified. Emailed and/or faxed submissions will not be accepted. Failure to provide required documentation, such as insurance certificates or W9 forms, may result in disqualification.

The contract is anticipated to commence on August 1, 2026, and end on July 31, 2028. The contract may be renewed for two additional one-year periods.

Payment is anticipated to be made by Visa purchasing card after a properly prepared invoice has been received and processed. Invoices shall contain specific information including invoice number, date, dates of service, service location, description of services, personnel name and classification, and billable hours. Invoices that are received by the district that are not properly and correctly prepared or are not accompanied by support documentation i. e. , work proposal, work time sheet may cause delay of payment.

All workmanship is warranted to conform to project specifications and be of the highest quality, free from faults and defects, for a minimum of twelve months. Materials are warranted to be free from defects for twelve months or the standard manufacturer's warranty, whichever is greater. Should any services be required to be reperformed, such services shall be completed within three 03 business days of notification at no additional expense to the district.

The district anticipates making an award based on a primary low bid and secondary next lowest bid service provider. In making recommendation for award, the purchasing department shall take into consideration the qualifications of the bidders, including relevant expertise, experience, and capacity to perform the requirements as specified herein.

Bidders must be an established firm with at least five consecutive years of experience in HVACR services in Florida, possess a valid Florida Class A air conditioning contractor license or Mechanical Contractor license, and maintain a service dispatch facility within reasonable proximity of Alachua County.

Failure to comply with provisions such as using the e-verify system, providing false certifications, or failing to respond to emergency calls in a timely manner may be deemed a material breach of contract or a default of contract, potentially leading to contract termination.

Bidders may be disqualified for negative references, failure to meet qualification requirements, submitting inflated work proposals on three or more occasions, or failure to respond in a timely manner to emergency requests.

The estimated total expenditure for these services for the 2025 calendar year was approximately $500,****.
