Proposals must be received no later than 2:00 PM on Wednesday, August 12, 2026.

The chargers must include integrated credit card payment capability directly at each charging station through the ChargePoint system. The city prefers that the selected vendor and/or ChargePoint act as the merchant of record for charging transactions.

Vendors shall specify warranty coverage for chargers, networking equipment, and installation labor. Proposals should include a detailed maintenance and support plan.

Proposals will be evaluated based on technical compliance (30%), cost-effectiveness (25%), vendor experience and references (20%), project timeline and management (15%), and payment system and user experience (10%).

To be eligible for an award, a vendor must be deemed responsible, possessing the ability, capacity, skill, satisfactory record of integrity, reputation, judgment, and experience, and sufficient financial resources.

A site walkthrough is scheduled for Wednesday, August 5, 2026, at 10 AM and is mandatory.

Any vendor submitting a proposal may appeal a pending award prior to award by the city by submitting a written protest to the city's purchasing manager within five (5) business days after the proposal opening.

The City of Nashua will reject the proposal of any proposer who is presently debarred, declared ineligible or excluded by any federal department or agency, and reserves the right to reject the proposal of any proposer who has previously failed to perform any contract properly.

Sealed bids will be received electronically until 2:00 p. m. , local time, on Tuesday, August 18, 2026.

Payment on this contract will be made by Visa or Mastercard. Payment shall be at the lump sum price stated in this invitation to bid and/or resultant contract.

The contract shall provide that the contractor agrees to correct any defective or faulty work or material, which may appear within one 1 year after completion of the work and receipt of final payment.

The city reserves the right to make an award to the responsive and responsible bidder whose product or service meets the terms, conditions, and specifications of the ITB and whose bid is considered to best serve the city's interest.

Possession of a State of Florida Certified General Contractor license, or State of Florida Certified Building Contractor license, or any other state or county licenses, certifications or registrations deemed legally permissible by the city to conduct the nature of the work required in this solicitation.

Failure to adhere to bid security requirements may be grounds to consider the bid as nonresponsive. The city may terminate this agreement at the city's option if the contractor is found to have submitted a false certification.

A pre-bid conference and site visit will be held on Tuesday, July 28, 2026, at 10:00 am EST at Oswald Park Recreation Center. While attendance is not mandatory, tours at other times might not be available.

Any bidder who is not recommended for award of a contract and who alleges a failure by the city to follow the city's procurement ordinance or any applicable law may protest to the Procurement Department Director, by delivering a letter of protest within five 5 days after a notice of intent to award is posted.

No bid will be accepted from, nor will any contract be awarded to, any person who is in arrears to the City of Fort Lauderdale, upon any debt or contract, or who has defaulted, as surety or otherwise, upon any obligation to the city, or who is deemed irresponsible or unreliable by the City Commission of Fort Lauderdale.
