Carport Government Bids & RFPs

The contractor shall deliver and install the carport not later than 60 calendar days from the date of this contract award.

Payment will be made by electronic funds transfer (EFT) in accordance with VAAR clause **** Electronic Submission of Payment Requests. Invoices shall be submitted in arrears quarterly, semiannually, or as otherwise specified.

The contractor shall provide one year on parts, installation and labor against any material defects and craftsmanship.

The government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the government, price and other factors considered, using the lowest price technically acceptable (LPTA) process.

This requirement is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Offerors must be certified and listed in the SBA certification database.

The bid notice does not explicitly state penalties for non-compliance, but it does mention that failure of the parties to reach agreement on any request for equitable adjustment, claim, appeal or action arising under or relating to this contract shall be a dispute to be resolved in accordance with the clause at Federal Acquisition Regulation FAR ****, Disputes.

The estimated total value for this acquisition is $4,500,****.

The period of performance for this contract is from March 1, 2026, to October 1, 2026. The bid notice states Time is of the essence.

The contractor shall provide a narrative response detailing a minimum of two and a maximum of five projects similar to those detailed above, including final price, location, date, and a narrative description. Include a statement detailing capacity to accomplish work required by the service. The contractor shall possess and maintain required licensing throughout the duration of the project.

Contractor delays may result in liquidated damages as allowed by contract.

A mandatory pre-proposal meeting will be held at the project site at J. N. Ding Darling NWR. The purpose of the meeting will be to visit the site, review existing conditions, verify quantities, and discuss performance requirements.

The contractor shall submit material samples and product data sheets for approval prior to purchase. For the crossdike pavilion, the contractor shall submit to refuge management samples of new decking materials for approval prior to installation.

Failure to maintain housekeeping standards may result in work stoppage at no cost to the government. Unauthorized work outside approved hours shall be at contractor's expense. Failure to coordinate inspections shall not justify rework or claims.

The construction magnitude is estimated to be between $500,000 and $1,000,000.

The period of performance shall be within 120 days of the award.

The government anticipates awarding a firm-fixed-price ffp type purchase order that demonstrates the best value to the government.
