The City of Rochester is seeking HVAC contractors for a residential furnace repair and replacement program. The contract will be for one year with options to extend. Bids are due by June 17, 2026. A pre-bid meeting is scheduled for June 8, 2026. Contractors must be located within a 20-mile radius of City Hall and meet specific qualification criteria. Work includes furnace inspection, repair, and replacement. Estimates are required for work exceeding one hour. Awards will be made to the lowest responsible and responsive bidder offering the best value. Electronic bids are not accepted; sealed hard copies are required.
Sealed bids are to be submitted in hard copy to the office of the director of purchasing, City Hall, Room 105A, Rochester, NY ****, prior to the closing date and time, which is Wednesday, June 17, 2026, at 11:30 a. m.
Prompt payment discounts allowing less than 30 days for discount to apply shall not be considered as a cost factor in the evaluation of bids. In connection with any prompt payment discount offered, time will be computed from the date of receipt of correct invoice or receipt and acceptance of shipment, whichever is later.
Bidder shall warrant all goods/services for a period of one year from the date of acceptance. For new furnaces, the standard manufacturer's warranty shall apply and be provided to both the city and the property owner.
Awards will be made to the responsive and responsible bidders who propose the lowest overall best value to the city based upon the total bid price, which includes hourly labor rates, installed cost of furnaces, flat rate travel charge, and discount from list price for materials and parts.
Contractors must have been in business for at least five consecutive years, servicing similar work, have a parts, dispatch, and repair center within a 20-mile radius of City Hall, possess required licenses and certifications, and provide proof of comparable projects and service capabilities.
Failure to meet response time requirements may result in termination of the contract. Failure to perform work in the time arranged may be grounds for terminating the contract and declaring the contractor in default.
A pre-bid meeting is scheduled for Monday, June 8, 2026, at 11:00 a. m. at City Hall, Room 008A. Bidders are strongly urged to attend.
Bidders may be disqualified if they fail to meet minimum qualifications, do not provide required documentation, or are found to be in arrears or default to the City of Rochester.
