Proposals must be uploaded to the website no later than June 16, 2026.

Proposals will be evaluated based on pricing (30%), experience and quality (30%), responsiveness and qualifications (20%), and past performance and references (20%).

Bidders must submit proposals including a statement of interest, description of relevant experience and financial modeling projects, staffing model, proposed fees, and 2-3 references. Organizations must also be able to fulfill KIPP DC's insurance requirements.

Questions from bidders are due by June 12, 2026.

Any proposal not providing the required information or not conforming to the specified format may be disqualified.

The city intends to select the offeror whose proposal is determined to provide the best value to the city. Evaluation and selection shall be based upon: 1. the evaluation criteria and weighted values established within this request for proposals 2. the qualifications, experience, and demonstrated capabilities of the offeror 3. the offeror's understanding of the city's vision and event objectives and 4. the final ranking and recommendation produced through the city's evaluation and negotiation process.

Proposals are solicited from qualified and experienced professional event management, conference planning, marketing, sponsorship development, and related consulting firms.

Proposals must be received no later than June 24, 2026, at 5:00 PM CST.

Selection will be based on proposals that provide best value to GCC, considering organizational experience, academic expertise, methodology, knowledge of the behavioral health environment, completeness, references, HUB status, and cost.

Proposers must demonstrate expertise in behavioral health workforce development, organizational strategy, clinical training systems, leadership development, curriculum design, and implementation planning. They must also provide resumes of key personnel and relevant project examples.

Questions concerning the RFP specifications or process must be directed no later than June 18, 2026, at 5:00 PM CST.

Proposals may be rejected if information provided is deliberately false, if the proposer is currently held in abeyance or barred from award of a federal or state contract, or if the proposer fails to comply with certain legal requirements.

Contractors must ensure that any personnel performing under a contract are fully trained, licensed, certified, and otherwise qualified to provide services.
