Proposals will be evaluated based on best value to the City, with criteria including Company Information, Experience Qualifications (40%), Technical Approach (40%), and Cost/Fee Proposal (20%). Proposals will be evaluated to determine the proposal that offers the best value to the city.

Proposers must have at least five years of comparable experience and be registered with the Department of Industrial Relations (DIR). Objections to the RFP structure, content, or distribution must be submitted in writing by the deadline indicated on the cover page. Objections must be as specific as possible, and identify the rfp section number and title, as well as a description and rationale for the objection. and if an unsuccessful proposer wants to dispute the award recommendation, the protest must be submitted in writing to the contact listed below no later than ten 10 calendar days after the publication of the notice of intended award.

Grounds for disqualification include evidence of collusion, attempting to improperly influence evaluation team members, existence of lawsuits or unresolved disputes with the City, submission of incorrect information, inability to complete responsibilities, or default under previous agreements. Factors, such as, but not limited to, any of the following, may disqualify a proposal without further consideration:
