The project involves replacing various
HVAC units at Hatzoor Air Base. The contractor is responsible for providing all labor, materials, transportation, supervision, and equipment necessary for the replacement of 56
HVAC units. The work must be completed within 180 calendar days from the Notice to Proceed (NTP). The contractor must comply with all applicable Israeli laws, codes, permits, and government-authorized hours of operation. A site visit is required before submitting a quote. A preconstruction conference will be held to review submittals and the proposed schedule. The contractor must provide warranty information for the installed equipment and completed work within seven (7) calendar days of the final inspection. The contractor is responsible for coordinating all permitting and mark-out requirements. The contractor must ensure all employees comply with government security requirements when entering, occupying, and departing the base. Additional documents, including a detailed work plan, equipment specifications, and project schedule, are required for government approval. The contractor must coordinate the replacement of each unit to minimize the overall impact on the facility. The contractor is responsible for the safe recovery of all refrigerants in accordance with EPA regulations, and the removal and disposal of all related materials and debris off-site in accordance with local and federal laws. The contractor must select units that are supported by local vendors to the greatest extent possible. Prohibited items include alcoholic beverages, dangerous weapons (other than firearms), firearms, ammunition, and other explosive devices. The contractor shall provide information and request permission for coordination of outages 3 days in advance if necessary to interrupt work activities or utility service in buildings or areas for construction purposes. The contractor is responsible for verifying all existing site conditions, infrastructure, dimensions, and data provided in the SOW. The contractor must field verify all dimensions and infrastructure during an initial site visit and prior to ordering materials and performing work. Authorized hours of operation are from **** to ****, Sunday through Thursday, excluding Jewish and Israeli federal holidays. The site and facilities are shown in Figure 1.
