Colville Confederated Tribes Department of Transportation (CCT DOT) is seeking qualifications and cost estimates for a transit expansion feasibility study. The study will involve a transit market scan, hub development, and route optimization. Submissions are due by July 9, 2026, via the Infotech online portal. A site visit is not required. The evaluation will consider best overall value, including Indian preference. Contract award is subject to funding availability and yearly renewal.
Qualification packets must be submitted no later than 4:30 p. m. , PST, July 9, 2026.
Any required payments under the contract are contingent on the availability of funds in CCT DOT's budget. Payments are made on a fiscal year basis.
The selection will consider how well the contractors qualifications meet the needs of CCT DOT, based on responsiveness, time estimates, qualifications and experience of offeror, size and structure of contractor, experience in advising clients on transit expansion, qualifications and experience of staff, reasonableness of proposed cost estimate, and TERO.
Contractors must submit a qualification packet signed by an authorized representative, including resumes, one example of a similarly completed project, and 3 references. The packet may not exceed 15 pages.
A site visit is not required. By submitting their qualification packet, contractors acknowledge they have satisfied themselves as to the nature of the work requested.
Deviating from the required format, unauthorized contact with tribal employees, or failing to provide a certification regarding debarment may result in disqualification.
