The contract period is eight months, from October 2026 to May 31, 2027.

Invoices will be paid within 30 days upon verification of satisfactory performance. The state will reject any offer submitted with a condition requiring payment in less than thirty 30 calendar days.

Award will be made to the responsible offeror whose proposal is determined to be the most advantageous to the state based on evaluation criteria including relevance of experience, quality of proposed approach, past performance, references, and price.

Vendors must have a minimum of ten 10 years of professional experience in tourism, destination management, visitor experience development, cultural interpretation, community engagement, trail planning, or related fields, and proven expertise working with governmental agencies, tourism authorities, or cultural institutions.

Protests of RFP content must be received prior to the proposal due date. A protest of an award or proposed award shall be submitted within five 5 working days after the posting of award or debriefing.

Proposals may be rejected for reasons including late submissions, non-responsiveness, non-responsibleness (e. g. , lack of vendor compliance), failure to cooperate, falsification of information, or lobbying efforts.

The total estimated value is $225,**** USD, tax inclusive.

The protest deadline is by 15 days after award.

The submission deadline for proposals is August 5, 2026, at 3:00 PM local time. The event itself will run from December 3rd to December 20th, 2026.

Invoices must be itemized to match approved bid proposal price sheets and accompanied by all mandatory backup documentation. The city reserves the right to withhold payment on disputed invoice portions.

This contract will be awarded under a best value evaluation framework to the responsive and responsible proposer whose proposal is determined to be the most advantageous to the city, taking into consideration both technical merit and cost. It will not be awarded solely on the basis of the lowest price.

Bidders must submit fully executed, signed, and completed copies of mandatory statutory certifications and background forms, including a Statement of Bidder's Qualifications and Vendor Responsibility Form Questionnaire. The city seeks a qualified event design and planning firm with proven performance in similar projects.

Any unauthorized communication violating the cone of silence shall result in the immediate disqualification of the offending bidder's proposal as nonresponsible and may lead to temporary or permanent debarment from future municipal bids.

A mandatory site walkthrough will be held on July 22, 2026, at 10:00 AM at 29 Le Count Place, New Rochelle, NY ****.

Failure to submit all required executed documents at the exact time of bid opening is a fatal defect that cannot be cured and will result in immediate rejection as nonresponsive. Violations of the cone of silence can lead to disqualification and debarment.
