The City of Warrensburg is seeking a qualified consultant to develop historic preservation design guidelines for commercial buildings. These guidelines will protect the historic character of the city and provide guidance to property owners. The project is funded through a historic preservation fund grant. Proposals must be submitted by April 17, 2026, 11:00 AM. Electronic proposals are accepted via email in PDF format only. Key deliverables include the design guidelines, public outreach materials, and training sessions. Consultants must meet specific professional qualifications. Additional required documents include an affidavit of compliance, certificate of insurance, conflict of interest form, certification of bidder, and signed consultant services agreement.
The bid proposals will be received until 11:00 a. m. , local time, April 17, 2026. The project is scheduled to end on April 30, 2027.
The City agrees to compensate the consultant for services rendered in accordance with the hourly rates, unit prices, and reimbursement rates set forth in the proposal. Payments shall be made within thirty (30) days of receipt of invoice by the City. The City may retain five percent (5%) of any partial payment pending final completion of the contract services to correct any deficiencies in performance.
Selection of a consultant will be made at the discretion of the City of Warrensburg, which reserves the right to accept or reject any and all proposals. The following items will be considered: experience, skills and qualifications; the merits of the proposal including scope of work and approach; timeline and proposed schedule; customer relations, responsiveness, and timeliness; ability to devote sufficient time and resources; references and prior experience; firms proximity, history of activity in the Warrensburg area, and economic impact. In case of default by the proposer, the City shall procure comparable services and hold the proposer responsible for any excess cost occasioned thereby. Consultants violating training requirements of section **** RSMo shall forfeit as a penalty to the public body the sum of $2,**** plus **** for each violating employee, per day.
All requests for information and/or interpretation (RFIs) related to this request for proposal must be received no later than the close of business on April 1, 2026. If required, an addendum will be published and sent to all parties in receipt of this request for proposal addressing all RFIs no later than the close of business on April 8, 2026.
