The period of performance for this requirement is one hundred and sixty four (164) calendar days after notice to proceed.

Proposals must conform to instructions, conditions, notices to offerors or quoters section contained within the solicitation document to be considered eligible for award. Offerors are solicited only from those offerors who are neither debarred or suspended, nor proposed for debarment or suspension.

Payment will be made in accordance with FAR clause **** fixed-price construction contracts and FAR clause ****, prompt payment for construction contracts, all payments will be made by electronic transfer of funds (EFT).

Contractors must have past performance equal to the level of difficulty and size of the facility. All employees must possess required licenses. Personnel must be fully trained, licensed, certified, and qualified.

A site visit is mandatory and will be held on August 5, 2026, at 10:00 AM EST. Instructions for site access are in section 00 21 00.

Providing fraudulent documents, refusal to submit to search, or violation of security regulations may result in arrest, termination for default, dismissal from the installation, and revocation of future privileges.

All services must commence within 45 calendar days of purchase order receipt and be completed within 90 calendar days.

The tribe will evaluate submissions based on on-time and complete submission, license requirements, projected completion date, previous performance, statement of qualifications, current workload, and pricing versus the market.

Bidders must be normally engaged in performing the type of work specified, have adequate organizational resources, an existing active-funded mold service agreement with the tribe's housing department, be a registered vendor, hold a current certified license, have a minimum of two years of experience, and maintain adequate insurance.

A mandatory pre-bid conference is scheduled for August 6, 2026, at 11:30 am ET at **** Southwest Conners Highway, Canal Point, Florida, **** is mandatory for award eligibility.

The deadline for questions is August 10, 2026, at 5:00 pm ET.

Bidders may be disqualified for arriving more than ten minutes late to the pre-bid conference, failing to disclose subcontractors, submitting altered files, submitting illegible or unintelligible submissions, being unresponsive, or being unable to complete the vendor registration process.

The offer due date has been extended to July 27, 2026, 1:00 PM HST.

The project will be awarded on a competitive basis using total project cost.

The contractor shall provide a project manager with experience assembling and installing the company's product. Any electrician provided by the contractor shall be a licensed electrical contractor.

A site visit may be requested if needed. Please request a site visit no later than July 13, 2026.

The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the CO as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population.
