The City of Tulsa is seeking bids for Nomex Class B station uniforms for the Fire Department. The contract will be for one year, with potential for renewal. Bids are due August 26, 2027. Prices quoted must include delivery. The uniforms must meet NFPA **** and **** standards and be made of PFAS-free Nomex. The award will generally go to the lowest bidder that meets specifications. Bidders must register with the city and communicate only through the assigned buyer. No faxed or emailed bids will be accepted. Bids received after the deadline will not be accepted.
Bids must be received no later than 5:00 PM CST on the bid submission date, which is August 26, 2027. Delivery of supplies and/or services must be within the number of days stated in the bid.
Payment will be made net 30 days after receipt of a properly submitted invoice or the city's acceptance of the supplies or services, whichever is later. Invoices should be emailed to apinvoices@cityoftulsa. org.
Supplies are warranted to be of good materials and workmanship, free from defects, and conform to specifications. All warranties remain in effect for one year from the date of acceptance or as specified in the specifications, whichever is later.
The bid award will generally go to the lowest secure bidder, meaning the supply or service that can best meet the city's needs at the lowest cost. Other factors may include bidder history, experience, delivery time, and performance data.
Bidders must be legally authorized to bind the seller. Specific requirements for corporations, partnerships, individuals, and LLCs are detailed in the IFB. Bidders must also agree to the city's standard purchase agreement terms and conditions.
Failure to deliver on time may result in the city terminating the agreement and pursuing collection under any performance bond, as well as seeking other damages. Failure to comply with insurance requirements may be deemed a breach of contract.
Bidders who are not recommended for award can issue an appeal and ask that the bid award be reconsidered during the SSA committee meeting, or they can email the assigned buyer prior to the meeting with questions or concerns.
Communicating with city staff other than the assigned buyer about the solicitation could result in disqualification. Bids that fail to acknowledge addenda or amendments may be rejected. Adding additional terms and conditions that modify IFB requirements or limit bidder liability can also lead to rejection.
