This Invitation for Bids (IFB) seeks a contractor for uniform rental services for PennDOT Engineering District 112. Weekly laundering services are required, with garments to be returned in like-new condition within one calendar week. Garment tracking via RFID chip, barcode, or serial number is mandatory. The contractor may charge for damages caused by the wearer, but must replace garments showing heavy wear or severe aging at no cost. Resizing fees may be charged after the initial issue, with approval. An additional $1,**** per year is allocated for lost or damaged garments caused by the department. All RFQ submissions must be entered electronically via the PA Supplier Portal. Several exhibits must be completed and uploaded with the bid submission, including a Contractor Information Form, Trade Secret Confidential Proprietary Information Form, Iran Free Procurement Certification Form, Domestic Workforce Utilization Form, and Ants-Sweatshop Clause. Worker protection certification is also required.
The contractor will have 30 days to deliver all requested uniforms upon submission of the notice of work, unless otherwise approved by the PennDOT Project Manager or department designee.
Invoices shall be submitted by the contractor on a weekly basis. PennDOT is tax-exempt, so no taxes are to be included in the bid price.
All suppliers are required to bid on all lines of the SRM electronic solicitation. The purchase will be a single award to one vendor.
The contractor must have an established uniform cleaning service company for longer than 1 year.
Should the contractor fail to mobilize and provide the requested items within the prescribed time, the contractor may be declared in default and their contract may be subject to cancellation.
There will be no prequote meeting for this IFB.
The vendor must bring sample garments to the project kickoff meeting.
