The contract duration will be 450 calendar days after notice to proceed to include inspection and punch list.

The resulting contract will be a firm fixed price FFP lump sum contract awarded to the lowest responsive and responsible bidder.

There are no specific pre-qualification requirements to submit a bid, however, the statement of work (SOW) will require the prime contractor or their subcontractor to possess verified experience in power plant or power controls installation. Registration in the System for Award Management (SAM. gov) is required prior to award.

The tentative date for the site visit is on or about 26 June 2026, at noon ET. Location to be provided in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation.

The magnitude of construction is between 5,000,000 and 10,000,000.

The bid submission deadline is June 15, 2026, at 02:00 PM CT. The estimated calendar days to complete the project are to be provided as per clause VIII of the Statement of Work document.

The seller warrants that the goods furnished will conform to the specifications, drawings, and descriptions listed in the bid invitation and to the samples furnished by the seller, if any. The seller warrants that the product sold to the county shall conform to the standards promulgated by the U. S. Department of Labor under the Occupational Safety and Health Act (OSHA) of ****.

Bids will be evaluated and awarded to the lowest total bid meeting specifications.

Bidders must provide three references, other than past or present employees of Tarrant County, who can verify their performance as a vendor, including sales and/or service, delivery, invoicing, and other items required to determine the vendor's ability to provide the intended goods or service. Tarrant County prefers references from government customers. Inaccurate, obsolete, or negative responses from references could result in rejection of the bid. Failure to supply the required references will deem the bid as non-responsive.

All bidders are encouraged to attend a prebid conference to be held in person on Wednesday, May 27, 2026, at 3:00 p. m. , CST, at Tarrant County Plaza Building, 1st Floor Kornfeld Room Auditorium, 200 Taylor Street, Fort Worth, Texas 761960104. There is no opportunity for remote attendance. Vendors planning to attend must RSVP via email by 5:00 p. m. , CST, Tuesday, May 26, 2026.

Any vendor who submits a bid without attending the scheduled prebid conference does so at his own risk. Such applicant who submits a bid and does not attend the scheduled prebid conference waives any right to assert claims due to undiscovered conditions.

The response deadline for this bid is June 11, 2026, at 02:00 PM CT.

The bid notice states that the seller warrants that the goods furnished will conform to the specifications, drawings and descriptions listed in the bid invitation and to the samples furnished by the seller, if any. The seller warrants that no person or selling agency has been employed or retained to solicit or secure this contract upon an agreement or understanding for commission, percentage, brokerage, or contingent fee excepting bona fide employees of bona fide established commercial or selling agencies maintained by the seller for the purpose of securing business.

The bidder certifies that at the time of submission, they are not on the federal governments list of suspended, ineligible, or debarred entities. They also agree to provide the certificate of interested parties, form ****, within ten business days from notification of pending award, renewal, amended or extended contract. Vendors must also provide three references that can verify their performance, including sales and/or service, delivery, invoicing, and other items as may be required to determine the vendor's ability to provide the intended goods or service of the bid. References must be able to verify the quality of service and that the bidder has completed a project of similar size and scope of work.
