The award shall be made to the responsible offeror whose proposal is determined to be the most advantageous to the city, taking into consideration evaluation factors set forth in this request for proposal. A proposal with a high weighted total will be deemed of higher quality than a proposal with a lesser-weighted total.

Proposals will be evaluated to determine if each offeror meets all mandatory qualification requirements. Proposals will be considered only from firms or individuals that are well established in an appropriate field, who are financially responsible, and who have the resources and ability to provide services in a professional and timely manner.

Protests must be submitted in writing within seven working days after the aggrieved person knows or should have known of the facts giving rise to the protest. a challenge to the solicitations requirements or specifications should be made within seven 7 working days of when the protestable item is known.

Unauthorized changes to the staffing plan during the procurement process may result in disqualification of a proposal. Proposals that do not include the proposal content requirements identified within this rfp and subsequent addenda and do not address each of the items listed below will be considered incomplete, be rated a fail in the evaluation criteria and will receive no further consideration.

Submittals of qualifications are due by 12:00 PM MDT/MST on August 18, 2026. Submittals due prequalification: Step I August 18, 2026, by ****

Submittals will be evaluated by a panel, and firms ranked highest will be invited to an oral interview. Submittals will be evaluated by a panel of individuals selected in accordance with state policies.

Firms must demonstrate design experience in at least two projects each in excess of $2,500,**** hard costs, have been in business under the same name for the last two years, and not have been previously terminated by the state for nonperformance. A mandatory pre-submittal conference and site tour is scheduled for July 29, 2026, at Fremont Correctional Facility. Firmspreparing submittals must attend and signin to have their submittals accepted.

Late submittals will not be evaluated, and failure to disclose requested information or being unresponsive to the RFQ may result in disqualification. Late submittals shall not be evaluated.

95% of estimated sum paid within five 5 days after the first regularly scheduled meeting of the mayor and board of commissioners of the following month. The contract time is specified in calendar days. The start date is the day of , 2026 and the completion date is the day of , 2026.
