The bid notice states that the executive office of housing is seeking a qualified professional consultant to provide assistance and strategic guidance on improvements to the state of RIU2019s qualified allocation plan QAP for the federal low income housing tax lihtc program, as well as updates to the state lihtc program.

To be determined responsible, a prospective contractor must have adequate financial resources to perform the contract, be able to comply with the required or proposed delivery or performance schedule, have a satisfactory performance record, have a satisfactory record of integrity and business ethics, have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them, have the necessary production, construction, and technical equipment and facilities, or the ability to obtain them, and be otherwise qualified and eligible to receive an award under applicable laws and regulations.

An organized site visit has been scheduled for May 11, 2026, at 10 AM CST. Participants will meet at the St. Cloud VA Medical Center, **** Veterans Dr, St. Cloud, MN ****, in Building 3, Room 207C. This will be the only opportunity for potential bidders to visit the site.

Questions, inquiries, or such are due no later than May 26, 2026, at 10:00 AM CST. No late questions will be accepted or answered after this deadline.

Failure to provide documentation as outlined in the bid submission documents section of the solicitation by the date and time set for receipt of bids may deem the bid nonresponsive. Any exception to the terms and conditions of this invitation for bid (IFB) will result in a nonresponsive bid. Failure to provide a definitive price will result in a nonresponsive bid.

The magnitude of construction cost range is between $100,**** and $250,****.

The bid notice states that this opportunity is for Seaport NxG MAC holders only and is a WOSB set aside. No other offers will be considered. This task order is reserved for only those contractors that are classified by the Small Business Administration as an Woman Owned Small Business (WOSB) program participant. Proposals from other contractors will not be considered.
