Invoices must include the proposal number, purchase order number, a full description of work performed, rates, unit prices, and an extension. Payments on any claim or invoices shall not preclude the district from making a claim for adjustments to any item found not to be in accordance with the contract specifications.
The successful bidder guarantees their products against defective material or workmanship and will repair or replace any damages. Every unit delivered must be guaranteed against faulty material and workmanship for a period of at least one year from date of delivery.
The district will evaluate proposals based on vendor experience, technical capabilities, technology infrastructure and security compliance, implementation and training, total cost, and proposal responsiveness. Awards will be made to the lowest responsible bidder, as will best promote the interest of the district, taking into consideration the reliability of the bidder, the quality of the materials, equipment or supplies to be furnished, their conformity with the specifications, the purposes for which required, and the terms of delivery.
Proposers must demonstrate direct corporate experience in successfully deploying enterprise-level school bus routing software for districts of similar scale (9,000 students and 100 routes). The bidder must have been engaged in work similar to that required at least five years.
If the contractor fails to supply workmen or materials, fails to make payments, disregards laws, or commits a substantial breach, the district may terminate the contract. Any and all costs, damages, and other expenses incurred by the district as a result of this action shall be the direct liability of the contractor.
Proposals not meeting all mandatory forms, late submissions, or those structured around hourly billable rates or unspecified reimbursable expenses may be deemed nonresponsive or disqualified. Proposals structured around hourly billable rates or unspecified reimbursable expenses will be deemed nonresponsive.
