The bid opening will be held on May 12, 2026, at 10:00 a. m. Proposals must be received by this date and time.

The Huntsville City Board of Education shall pay the contractor on a monthly basis upon receipt and approval of invoices and itemized statements for each period of service rendered. The board will pay all undisputed amounts due to the contractor on or before the 10th business day following the date on which the invoice was submitted.

The successful bidder shall guarantee all material and labor for a period of not less than one (1) year against defects of material or workmanship, dated from the time of acceptance.

The award will be made to the lowest responsive and responsible bidder or bidders meeting requirements and specifications. The Huntsville City Board of Education may not award on the basis of low bid only; quality, conformity with specifications, purpose for which required, terms of delivery, terms of payment, transportation, dates of delivery, past service, and experience are among the factors that may be considered.

Included with the bid, bidders must provide a brief historical company background, including evidence of three years of successful experience with clients of the size and nature of the Huntsville City Board of Education, a brief description of the safety program, a detailed description of proposed buses, one copy of the most recent full year audited financial statements, and the proposed organizational chart for this project.

The Huntsville City Board of Education will impose penalties for performance infractions. Examples include **** for a driver transporting students prior to return of background check results, **** for failure to comply with posted vehicle capacity, and $520 per bus per day for each route late to school.

The response date for this market research is no later than **** CST, 8 June 2026.

Respondents should clearly indicate which capabilities they possess: 1. Build to print manufacturing: Proven capability to manufacture, assemble, test, and kit components from a government provided technical data package TDP. 2. Mechanical and electrical design, integration, and qualification: End to end capability to design, integrate, and achieve airworthiness qualification for new A-kits on Army aircraft.

Questions must be provided within five 5 business days of RFI issuance to allow USG to respond in a timely manner.

The proposal submittal deadline is 2:00 p. m. HST on May 22, 2026, submitted via the Hawaii State eProcurement System (HIEPRO).

The State shall have thirty (30) calendar days after receipt of invoice or satisfactory completion of deliverables to make payment, as stated in HRS ****.

Award shall be made to the responsible offeror whose proposal is determined to be most advantageous to the state, taking into consideration price and the other evaluation factors set forth in this RFP.

To be considered for award, the offeror shall demonstrate at least three (3) years of experience providing financial, procurement, asset, or related records review, analysis, reconciliation, remediation support, validation, or similar professional services experience on at least two (2) projects within the last five (5) years involving enterprise system implementation readiness, transition readiness, interface coordination, integration support, data mapping or validation support, testing support, issue tracking, or IPaaS related workflow or integration activities.

A preproposal conference is not scheduled for this solicitation. All questions shall be submitted through HIEPRO as described in section 2. 5.

A protest shall be submitted in writing within five (5) working days after the aggrieved person knows or should have known of the facts giving rise thereto, provided that a protest based upon the content of the solicitation shall be submitted prior to the date set for receipt of offers and provided further that a protest of an award or proposed award shall be submitted within five (5) working days after the posting of the award or, if requested, within five (5) working days after the debriefing is completed.

The total not-to-exceed amount for the base year shall not exceed $750,****, inclusive of all applicable taxes including Hawaii General Excise Tax (GET).
