The Michigan Municipal Services Authority (MMSA) is seeking proposals for ERP software implementation and financial system modernization services for Michigan local governments. Services include assessment, recommendation, implementation, data conversion, training, and post-implementation stabilization. Proposals are due by 5:00 PM on September 4, 2026. Selection will be based on qualifications, software suitability, approach, understanding of needs, work plan, support ability, response clarity, cost, and best value.
Proposals must be received by the authority by 5:00 p. m. on Friday, August 14, 2026. Late proposals will not be considered.
Invoices detailing services provided will be paid within thirty 30 days of receipt, unless otherwise agreed by the parties in writing.
Selection will be based on qualifications and experience, suitability of the proposed solution, proposed approach, demonstrated understanding of needs, proposed work plan, ability to provide support, simplicity of response, cost, and best value.
Contractors must be able to support all parts of the ERP implementation scope of services, including preparing for conversion, reviewing chart of accounts compliance, preparing the general ledger, supporting data conversion, training, and providing post-conversion ERP stabilization support. Subcontractors will not be used.
