It is the intent of WCSD to award this solicitation contract on a line-by-line basis to multiple vendors deemed to be the lowest responsive and responsible bidders. Bidder must be licensed or incorporated to do business in the state of Nevada and shall possess all pertinent licenses and/or certifications to perform any requested services. Any unsuccessful bidder appellant may appeal the results in the solicitation's ROA tabulation if they believe applicable provisions of the law were violated. Appellant must submit a notice of protest no later than five (5) business days from when the ROA tabulation is posted. Bid submissions may be rejected for evidence of collusion, failure to meet terms and specifications, inability to complete obligations, not being qualified, or if costs exceed budgetary constraints. Bid submissions may be rejected for any of, but not limited to, the following causes: a. Evidence of collusion among bidders exists. b. Bidder fails to meet the terms, conditions, and specifications outlined in this solicitation.
