The Defense Health Agency (DHA) is seeking qualified sources for Healthcare Environmental Cleaning (HEC) and Linen Services at Military Treatment Facilities (MTFs) in Germany. Services include cleaning, disinfection, and aesthetic maintenance of public and patient care spaces, as well as linen distribution and regulated medical waste collection. The contract will be an Indefinite Delivery, Indefinite Quantity (IDIQ) with a five-year base ordering period. Performance locations include Landstuhl Regional Medical Center (LRMC), Rhine Ordinance Medical Center (ROBMC), and Medical Department Activity Bavaria (MEDDACB) and their associated clinics. A mandatory site visit is scheduled for July ****, 2026, with an RSVP deadline of July 10, 2026. The anticipated release date for the formal solicitation is July 7, 2026.
The contract has one 5-year ordering period from May 15, 2027, to May 14, 2032. Task orders may include option periods with performance ending after the ordering period.
The contractor shall submit complete and accurate monthly invoices no later than the 5th working day of the following month, submitted in the Procurement Integrated Enterprise Environment (PIEE) Wide Area Workflow (WAWF) after performance is complete.
Executive managers must be certified by AHE or IEHA, or hold a German Handwerkskammer Meisterbrief. They need a minimum of five years of HEC experience in a medical facility of comparable size to LRMC. Onsite managers require a completed apprenticeship in the building cleaning trade or housekeeping, with a minimum of five years of housekeeping experience, including three years of specific hospital housekeeping experience.
If the contractor fails to provide services, the government may procure services from another source and reduce subsequent payments by the cost of temporary services. Adverse past performance will be documented, and available contracting remedies may be used, including contract termination.
A mandatory site visit is scheduled for July 21, 2026 (LRMC and ROBMC) and July 23, 2026 (Vilseck clinic). The RSVP deadline is July 10, 2026, with a limit of two representatives per company. Attendance is strictly limited to two representatives per company.
The government may direct the contractor to remove any contractor service provider (CSP) if their behavior is contrary to public interest, inconsistent with security, or demonstrates a risk to health, safety, security, wellbeing, or the mission. Unfavorable background investigation results will prevent installation access.
